The chapter
What happens here
Atlas's own reading, written from this chapter and nothing else, and published only once a person has approved it. Each scene names the verses it covers; the names inside it link to the people and places they name.
Jerusalem was populated by a lottery, and then the lottery’s inhabitants were blessed as volunteers; meanwhile, the singers worked under a king’s daily ordinance that the chapter declines to explain.
The tenth who came to Jerusalemvv. 1–2
The leaders settled in Jerusalem, while the rest of the people cast lots: one in ten was brought into the holy city, and the other nine remained in their towns. Then, with a pleasing twist in the paperwork of fate, the people blessed the men who had volunteered to live there.
Those who filled the cityvv. 3–24
The chapter proceeds by households, offices, and numbers. Athaiah and Maaseiah appear among Judah’s descendants; Sallu heads the Benjaminite list, with Joel over them and Judah over the Second District. Priests attend the temple, Levites supervise its outer work, gatekeepers watch the gates, and the temple servants live on Ophel. Mattaniah leads thanksgiving and prayer, while Uzzi oversees the Levites in Jerusalem. He is one of Asaph’s descendants, the singers in charge of the house of God—and those singers are subject to a king’s command regulating their daily activities, a command left sitting there like a sealed note.
The towns spread outwardvv. 25–36
The rest of the people remain on their inheritances, and the chapter unfurls their geography in a long ribbon: Judah’s settlements run from Beersheba to the Valley of Hinnom; Benjamin’s from Geba through Michmash, Bethel, Lod, Ono, and the Valley of the Craftsmen. At the very end, some divisions of the Levites of Judah settle in Benjamin—a small crossing of tribal boundaries to finish a chapter chiefly concerned with who lives where.

Neh 11:13and his associates, the leaders of families—242 men; Amashai son of Azarel, the son of Ahzai, the son of Meshillemoth, the son of Immer;

Neh 11:21The temple servants lived on the hill of Ophel, with Ziha and Gishpa over them.
Neh 11:22Now the overseer of the Levites in Jerusalem was Uzzi son of Bani, the son of Hashabiah, the son of Mattaniah, the son of Mica. He was one of Asaph’s descendants, who were the singers in charge of the service of the house of God.
Neh 11:23For there was a command from the king concerning the singers, an ordinance regulating their daily activities.
Neh 11:24Pethahiah son of Meshezabel, a descendant of Zerah son of Judah, was the king’s agent in every matter concerning the people.

Neh 11:26in Jeshua, Moladah, and Beth-pelet;
Neh 11:27in Hazar-shual; in Beersheba and its villages;

Who else the chapter reaches
Names written in the English are linked in the text above. These are the ones that are not: an entity the Hebrew or Greek names under a spelling the translation does not use, or one reached only by an assertion about a verse of this chapter.
Named in the Hebrew or Greek somewhere in this chapter, under a form the English renders differently — the registry's Ludim against the translation's Ludites — so there is no word in the sentence to hang the link on.
Reached by an assertion Atlas extracted from a verse of this chapter rather than by a name written in it — a pronoun, a title, or a participant the sentence carries without naming. This layer is model-read and measured at 88.6–90.3% precision, and it is kept separate from the names above for that reason.
